How Can Digital Health Transform Europe’s Healthcare Systems?

Digital health has emerged as a fundamental component of modern healthcare systems, revolutionizing the way medical services are delivered and accessed. To address the myriad challenges posed by the digital transformation of health systems, WHO/Europe launched the Strategic Partners’ Initiative for Data and Digital Health (SPI-DDH) on July 9, 2024. This initiative is a collaborative network that unites the 53 Member States of the WHO European Region with key partners across various sectors, including intergovernmental, governmental, and nongovernmental organizations, WHO collaborating centers, the private sector, and academic institutions. The goal is clear: to ensure that all patients and healthcare workers benefit from safe, affordable, and person-centered digital health technologies.

The Importance of Multisectoral Collaboration

Dr. Hans Henri P. Kluge, WHO Regional Director for Europe, has emphasized the critical role of multisectoral collaboration to unlock the full potential of digital health and data. By creating a dialogue that engages all stakeholders, the initiative aims to address challenges associated with digital transformation, particularly focusing on equity and human rights. Over 100 representatives from diverse backgrounds are involved in the SPI-DDH, showcasing the commitment to a comprehensive approach to digital health. This collaboration is not just a formality but a necessary strategy to bridge gaps in healthcare delivery, integrating various perspectives and expertise to develop innovative solutions.

Such collaboration is particularly vital in addressing issues like poor health data interoperability, inadequate financing, and a lack of equitable opportunities for vulnerable communities. According to a report by WHO/Europe, a mere 2% of national health budgets is allocated to digital transformation, while only 35% of Member States have policies for big data and advanced analytics in health. These statistics underscore the urgency of the SPI-DDH’s mission.
