Similarly, The Lancet Global Health Commission emphasizes a system that “consistently delivers care to improve or maintain health outcomes, is valued and trusted by all people, and responds to changing population needs.” Despite their differences, these definitions converge on the importance of achieving desired health outcomes and maintaining trust in the health care system. The focus on trust underscores the need for health care systems to be responsive, transparent, and accountable to the communities they serve.

The evolving definitions of health care quality highlight the dynamic nature of health systems and the need for continuous adaptation. As patient expectations and medical knowledge advance, health care providers and managers must remain agile and open to change. USAID Quality Healthcare Activity’s Initiative in Ethiopia

The USAID Quality Healthcare Activity (QHA) in Ethiopia offers a compelling example of an initiative that integrates these diverse perspectives to enhance health care quality. This five-year project focuses on improving reproductive, maternal, newborn, child, and adolescent health services by harmonizing different views on quality. By doing so, QHA aims to create a more cohesive and effective health care system that meets the needs of various stakeholders.

This approach leverages evidence and research to address perceptions of quality from various health system actors. By doing so, it develops tailored interventions for structural and performance quality improvement across numerous health facilities. This comprehensive strategy allows for the development of custom-fit solutions that are both relevant and effective in the local context.

The initiative also emphasizes the inclusion of all relevant stakeholders in the process of defining and improving health care quality. By engaging patients, clinicians, and managers in continuous dialogue and collaboration, QHA fosters a sense of shared responsibility and mutual understanding. JSI’s locally led team implements a multi-layered strategy to improve health care quality through QHA. Continuous Learning Sessions engage stakeholders from different groups, enabling them to share their viewpoints on health care quality and identify common ground. The sessions also provide a platform for stakeholders to voice their concerns, share best practices, and co-create solutions that address the unique challenges of their respective contexts.

The project also employs targeted interventions, such as training and capacity building, supportive supervision, and health practice innovations. Operations research plays a vital role in understanding varying knowledge, attitudes, and behaviors among stakeholders. These efforts are carefully tailored to over 690 health facilities in 81 woredas, ensuring that quality improvement measures are both relevant and effective. By continuously assessing and adapting interventions based on feedback and data, QHA ensures that its strategies remain responsive to the evolving needs of the health system.

Moreover, the multi-faceted strategy underscores the importance of flexibility and adaptability in health care quality improvement. Health systems must be able to respond to new challenges and opportunities as they arise.
